In August 2007, the Governor signed SB 90 to establish the Office of the State Chief Information Officer as a cabinet-level agency with statutory authority over information technology policy. The office establishes and enforces information technology strategic plans, policies, standards and enterprise architecture, as well as approves information technology projects for all state departments.

In January 2008, the Governor appointed Teri Takai to fill this critical position. Previously, Teri Takai served as director of the Michigan Department of Information Technology (MDIT) and CIO. In this position, she restructured and consolidated Michigan's resources by merging the state's information technology into one centralized department.

She is past president of NASCIO, the National Association of State Chief Information Officers and currently serves as practitioner chair of the Harvard Policy Group on Network-Enabled Services and Government. Takai was named "Public Official of the Year" by Governing magazine in 2005.

The show is hosted by John Thomas Flynn, first State of California Chief Information Officer (CIO), first Commonwealth of Massachusetts CIO, former President of the National Association of State CIO's, and a legend in public sector CIO circles.

The format of our regular show includes an opening assessment by Mr. Flynn of a pertinent issue of the day on the federal, state and local government information technology (IT) scene followed by an interview with guest(s) from the state's, and the nation's IT community.
