California Department of
Health Services Saves Thousands of Dollars
by Using Live Web Streaming Technology for
Training Sessions

and Establishes On-Demand Library
Sacramento, CA, March 30, 2006 - The
Division of Drinking Water and Environmental
Management announced today that the three
day Training Program scheduled for April
4-6, 2006 for the 36 Local Primary Agency (LPA)
counties across California will take
advantage of live video technology provided
by On Scene Systems’ portable multimedia
broadcast and streaming media system-- Mark
II Producer. Fifteen speakers over a three
day period will broadcast their
presentations via the Internet to be heard
by water systems professionals across the
State of California. The Division plans to
continue to use Mark II Producer to handle
all of their training needs. In addition,
the portable system can be used as a
communications vehicle for front line water
system professionals throughout the State of
California in the event of any national
disaster or other emergency.
With regulatory oversight of over 8,000
public water systems, it is essential to
provide up-to-date information quickly and
consistently to ensure the delivery of safe
drinking water to all Californians. This
three day training program will also provide
a practice run for an emergency disaster
scenario.
Due to cost constraints, the Department of
Health Services no longer can afford to
bring all the water program professionals in
the counties across the state of California
to a facility for on-site training. Using
live web streaming, they expect to generate
thousands in cost savings while expanding
training opportunities that would not have
occurred otherwise. They will be able to
train across the state of California without
assuming the high cost of travel expenses
and reach people who previously could not
attend the training sessions.
“On Scene Systems offered us a mobile
solution that would allow us to train our
water program professionals via live web
casts and the potential to reach our
estimated 60,000 professional stakeholders
over the Internet with either live or
on-demand training,” stated Paul Collins,
DDWEM IT Manager. “Whether it’s a refresher
on a particular topic or to get up-to-date
information, our water safety professionals
will have the knowledge they need at their
fingertips.”
“Our mission is to use On Scene Systems’
technology for the day-to-day business
events as well as for emergency response by
front line water system professionals
throughout the State of California in the
event of a natural disaster or other
emergency. It’s the old adage, “Train as
you Fight, Fight as you Train,” stated Paul
Collins, DDWEM IT Manager.
Additionally, On Scene Systems’ portable
multimedia broadcast and streaming media
system can also be used as the communication
vehicle for emergency and disaster front
line providers of drinking water services
throughout the State of California. The
biggest challenge is providing communication
to areas affected by a disaster—fire, flood,
earthquake, etc. On Scene Systems’
multimedia broadcast and streaming media
system, will be able to maintain
communication with both internal and
external service providers and key emergency
personnel to help ensure precise and rapid
response.
